Part of this wait belongs to the applicant. A permit can be approved and then sit unissued until its fees are paid, and the slowest records are typically ones where the city asked for revisions and got no reply — so read this as how long the whole process takes, not as how fast the office works.
This describes what the city did, not what it promises. A permit filed today may move faster or slower.
